Belleville, Illinois, has imposed an age restriction on trick-or-treating, banning anyone older than 12 from participating and threatening violators with fines of up to $1,000. As if that’s not bad enough, on days other than Halloween, residents have to get permission from the chief of police to wear a costume in public that “conceals their identity.” Some other Illinois communities have also implemented strict regulations, including recommended hours for trick-or-treating and fines for violating curfews. Critics call the rules heavy-handed and ambiguous and say that although they may seem minor, they’re part of a trend in Illinois political culture leading the state to have more rules and regulations than most other states in the Midwest.
