Imagine having the power to issue a ticket to someone parked near a fire hydrant and you are not even a police officer .That is what is happening with the Citizen Safety Pilot Program. It allows 10 residents in each Ward to be trained to use an app and issue tickets. What could go wrong? Should we bring it to Baltimore?
